Your Brand. Your Fees.

Are You Paying Over $200 in SB Fees and Getting Zero Bonus Commission?

If you’re filing 250 or more bank products per season and paying high service bureau fees — but receiving no volume-based bonus commission in return — your current service bureau is profiting off your hard work while you leave thousands of dollars on the table every single season.

⚠️ Signs Your Current SB Deal is Costing You:

Responsible for your entire staff’s compliance — and liable for every return filed under your EFIN.

If any of these describe your situation — it’s time to have a different conversation.

Understanding the Model

What Is a Sub Service Bureau?

If you’ve never heard the term — or if you’ve heard it but weren’t sure how it applies to you — here’s everything you need to know.

Sub Service Bureau (SSB) is a tax professional or firm that contracts with an established service bureau — like APEX — to resell professional tax software under their own brand, while providing software access, support, training, and bank products to their own network of tax preparers.

Think of it like this: instead of paying a service bureau above you for access to the software and bank products, you become the service bureau for other preparers — and you earn on every return they file, every bank product they fund, and every fee you set.

The APEX partnership puts the infrastructure, software, bank product relationships, and compliance framework behind you — so you can focus on recruiting, supporting, and growing your own network without starting from zero.

🏢 You are the Service Bureau

Preparers in your network see your brand, pay your fees, and receive your support — not APEX’s.

💰 You Control the Revenue

Set your own software fees, bank product markups, transmission fees, and training charges.

🛡️ APEX Backs You Up

We provide the technology, bank product relationships, compliance support, and training infrastructure behind the scenes.

📈 Volume = Bonus

Fund 250+ bank products and unlock volume-based bonus commissions of $5,000–$20,000 on top of your regular income.

Revenue Streams

7 Ways You Make Money as a Sub Service Bureau

This isn’t a single income stream — it’s a business model with multiple simultaneous revenue channels, all under your brand.

Software License Fees

You set the price for access to your branded tax software. Charge a flat annual fee, a per-season fee, or a tiered package — you control the pricing and keep the margin.

Immediate revenue · Season start

Service Bureau Fee (Per Bank Product)

Every bank product funded in your network generates a per-return SB fee that goes directly to you. At 250+ returns, this is your single largest ongoing revenue source during tax season.

Recurring · Per funded return

Volume Bonus Commission

Fund 250 or more bank products and qualify for APEX’s performance-based bonus commission of $5,000–$20,000. This is paid out based on your total funded volume for the season — above and beyond your regular SB fees.

$5,000–$20,000 · Post-season payout

Technology & Transmission Fees

Add a technology fee to each return filed under your bureau — covering software access, e-file transmission, and data storage. Even a small per-return tech fee compounds significantly across a 250+ return season.

Per return · All season

Training & Consulting Fees

Charge your preparers for onboarding, annual software training, continuing education, and compliance training. This creates a profitable recurring revenue stream in the offseason when other income slows.

Off-season income

Audit Protection & Add-On Services

Offer audit assistance products, identity theft protection, and other ancillary services to your preparer network. You earn fees on each enrollment — another passive income layer on top of your core revenue.

Passive · Recurring enrollment

Annual Renewal Fees

Build a loyal preparer network and charge annual renewal fees for continued access to your branded software, support, and bank product enrollment. Year two is where the real compounding begins.

Recurring · Year over year

Eligibility Requirements

This Partnership Is Not for Everyone

We designed this program for serious, established tax professionals who are ready to operate at a higher level. Here’s what we look for.

Requirements & Qualifications

All partners must meet the following criteria to be considered for the APEX Sub Service Bureau program.

Active EFIN Required

You must hold an active Electronic Filing Identification Number (EFIN) issued by the IRS. This is mandatory to operate as a Sub Service Bureau and file returns under your network.

Minimum 250 Funded Bank Products

To qualify for the Sub Service Bureau program and the bonus commission structure, you must file a minimum of 250 funded bank products per season across your network.

Signed Service Bureau Agreement

All partners must execute a formal Sub Service Bureau agreement with APEX, which outlines your rights, responsibilities, fee structure, and compliance obligations.

IRS Compliance & Due Diligence

As a Sub Service Bureau, you are responsible for the compliance and due diligence of the preparers in your network. A solid understanding of IRS Circular 230 and preparer requirements is expected.

Existing Preparer Network (Preferred

Applicants who already have relationships with independent tax preparers or multiple office locations are strongly preferred — but not required. New SSBs with strong growth potential are considered.

Tax Industry Experience (Preferred)

While prior experience helps, it is not mandatory. APEX provides full onboarding, admin training, and one-on-one guidance. Motivated newcomers with a clear growth plan are welcome to apply.

⚠️ Please note: The 250 funded bank product minimum is a hard eligibility threshold for the bonus commission program. Partners who do not meet this volume may still access the Sub Service Bureau program at a base tier, but will not qualify for the $5,000–$20,000 bonus commission payments. Contact APEX to discuss your specific situation and volume projections.

Your Current SB vs. the APEX Partnership

Most tax professionals don’t realize how much their current service bureau arrangement is costing them until they see it side by side.

What you get when you make the switch

Bottom line: If you’re filing 250+ bank products per season and your current service bureau is charging you over $200 with zero bonus commission, you could be leaving $5,000–$20,000 or more on the table every single season. The APEX partnership exists to fix exactly that. Let’s talk.

This Program Is Not for Everyone. It Might Be Perfect for You.

The APEX Sub Service Bureau Partnership is a serious business opportunity — not a quick sign-up. We work with partners who are committed to building and serving their own preparer network with professionalism. Here’s who thrives in this program:

Established Tax Offices

Already running a successful office and ready to monetize your experience by supporting other preparers.

Multi-Location Operators

Running multiple offices and want a unified platform with full admin visibility across all locations.

Community Leaders & Networkers

Connected within the tax industry and ready to build and support a network of preparers under your brand.

High-Volume Preparers

Filing 250+ bank products per season and currently missing out on the bonus commission you should be earning.

Ambitious Growth Builders

Not satisfied with just preparing returns — ready to build a business that earns while you sleep, scales without a ceiling.

SB Switchers

Currently under a service bureau that doesn’t reward your volume or give you control. Ready to take what’s yours.

Not sure if you qualify? Call us at (945) 319-8633 or email info@apxtax.com. We’ll have an honest conversation about your current situation, your volume, and what the APEX partnership could look like for you — with zero obligation.

Sub Service Bureau FAQs

Everything potential partners ask before starting the conversation.

The 250 bank product minimum refers to 250 funded bank product returns filed across your entire Sub Service Bureau network in a single tax season. This includes Refund Transfers, Refund Advance Loans, and other qualifying bank product transactions processed through your bureau. Your own office’s returns count toward this total, as do returns filed by preparers in your network. Contact APEX to confirm which products qualify and to review your current volume projections.

The bonus commission is a volume-based incentive paid to qualifying Sub Service Bureau partners at the end of the tax season. The exact amount depends on your total funded bank product volume for the season — higher volume unlocks higher tiers. The minimum qualifying volume is 250 funded bank products. Contact APEX directly for the full commission tier schedule and to see which tier your projected volume would reach.

No — you don’t need an existing network to apply. Many partners start with just their own office’s volume and build their preparer network over the first season. However, applicants who already have preparer relationships or multiple locations are preferred. If you’re starting from scratch, APEX will work with you to develop a realistic network-building plan before you sign the agreement.

If your first season falls below 250 funded bank products, you will not qualify for the volume bonus commission for that season. However, you remain in the Sub Service Bureau program, still earn on your software fees, SB fees, and other income streams, and can work toward the 250 threshold the following season. APEX works with partners to develop strategies for growing their network and volume. We want you to qualify — your success is our success.

No. The software is white-labeled under your brand. Your preparers interact with your branded platform, pay your fees, and receive your support. APEX operates in the background as the technology and bank product infrastructure provider. Your professional identity is what your network sees.

APEX provides 1-on-1 onboarding and admin setup, year-round bilingual (English and Spanish) technical support, bank product enrollment assistance, training resources for your preparer network, and a dedicated point of contact. You’re not left to figure things out alone — we’re actively invested in your volume because it affects our partnership outcome as well.

Yes — and this is one of the most common reasons partners contact APEX. Many tax professionals are currently under service bureaus that charge high fees and offer no bonus commission for volume. If your current agreement allows it (check your contract terms), transitioning to APEX is straightforward. We’ll walk you through the process, including data migration and bank product re-enrollment for your network.
